The unbinding of Employment Pass holders and non-permanent residents from a specific employer for a time period of up to five (5) years is made possible through a type of Singaporean work visa called Personalised Employment Pass or PEP. On January 1, 2007, the Ministry of Manpower (MOM) facilitated the launching of PEP Singapore.

This type of work visa is granted based on individual’s abilities and professional experience. It does not require the pass holder to have been already engaged by an employer in Singapore. A new PEP holder has at least 6 months to seek employment in Singapore upon collection of the visa. If for some reasons one extends beyond the allowable period of employment seeking then the visa will be taken back.

The eligibility requirements of PEP are as follows

* A fixed monthly income of S$ 7,000 per month which was drawn not older than 6 months at the time of application.

* For a consecutive period of six months from application period, A former P1 category Employment Pass holder who is not a Singaporean resident must not be unemployed.

* Presently holding a Employment Pass.

* A current P2 category Employment Pass holder with at least two years of working experience in a P category of Employment Pass that earns an annual income of at least S$ 30,000.

For a foreign graduate from institutions of higher learning in Singapore that has at least two years of working experience on a P or Q1 category Employment Pass, one should take note that ones annual income should be a minimum of S$ 30,000.

During the process of filling out PEP application form, PEP applicants should also take note of details such as passport, name and address of employer, job and salary details, local contact details and details of dependant pass holder, if applicable.

Also, it is advisable for one to include relevant papers such as copy of passport, appointment letter from current employer, last three months pay slips, copy of higher education certifications and copy of resume when submitting PEP application.

PEP applications processing usually takes 2 to 3 weeks. Upon the approval, there will be an In-Principle Approval letter sent out. PEP Singapore will have 5 years validity upon issuance, however collection of PEP is valid only up to three months. It is important for PEP holders to upholds its current status by being up to date with authorities regarding ones employment, local contact, salary, travel documents and address during 5 years period. Holders of PEP must seek for a replacement if in case PEP is lost. You need to submit your passport and police report card in order to receive a new card.
